MANILAgolden palasyo, Philippines — The Civil Service Commission (CSC) has formally welcomed its new chairperson Marilyn Barua-Yap after the Commission on Appointments confirmed her appointment on Nov. 20.

“With her vast experience in both the executive and legislative branches, Atty. Barua-Yap is expected to lead the CSC with integrity, compassion and a strong commitment to reform,” the CSC said in a press statement.

“Her tenure is anticipated to introduce initiatives aimed at further improving the quality of public service and strengthening the professionalism and responsiveness of government employees,” it added.

Barua-Yap was appointed by President Marcos on Oct. 17 as ad interim chairperson to serve the unexpired term of former CSC chairman Karlo Nograles until Feb. 2, 2029.

Nograles resigned from the CSC last month a day before he filed his certificate of candidacy (COC) for mayor of Davao City in the 2025 midterm elections.

Barua-Yap’s appointment and confirmation formally recompletes the composition of the CSC, which, as provided by the Constitution, shall have a chairperson and two commissioners.

She will be working with commissioner Aileen Lourdes Lizada, who joined the CSC in December 2018, and commissioner Ryan Alvin Acosta, who was confirmed by the CA in February 2022.

Barua-Yap served as the undersecretary for special concerns and external affairs and communication operations at the Department of Agrarian Reform before she was appointed to the CSC.

She also served as secretary-general of the House of Representatives under the 14th and 15th Congresses – the first woman to occupy the position.golden palasyo
